The "ECB" means you will get CVS Extra Bucks which are good in there store only with a CVS card.

Sign up for the card (which is free) and receive the ECB's. If there is another item you need to buy at CVS you might as well get the free items first, then use your ECB store credit to put toward the purchase of the item you need.
